Presently, it is characterized by one of the highest rates of informal development of the city, by degrading the environment and occupying ecological reserves, especially in the Zonal Planning Units (ZPU) Rincón and Tibabuyes, where there is the greatest concentration of people and the presence bodies of water. These areas which are the result of invasion processes, are more likely to experience the phenomenon of flooding because of its proximity to bodies of water, the lack of an infrastructure to drain rainwater, lack of planning in an accelerated and disorganized expansion, and inadequate use of water resources by the community, especially of wetlands which mostly cases have been stuffed in the urbanization processes. For all this, it is necessary to present studies and proposals in order to improve the quality of the local inhabitants, as well as to reactivate sustainable development of the city, as the processes of occupation and urban growth that have occurred in recent years in a disorderly and accelerated manner have determined the critical sectors of flooding in the Suba locality. Therefore, as the present investigation sought to pose a mitigation proposal for critical areas of flood from this sector of the capital, which will focus its actions to improve the quality of life of the inhabitants and the urban development of the town by means of a zonal and reorganization plan within the Zonal Planning Units, thatconceived the main ecological structure and functional structure and services as the major objects where different urban interventions of reconstruction and integral improvement are made.

Keywords: Suba, Mitigation, Flood, Population Suburbanization, Public Space, Urban.</p>}, number={1}, journal={Teoría y praxis investigativa}, author={Hernández Gómez, Daniel Hernando and Serrano Romero, Ronal Orlando}, year={2015}, month={jul.}, pages={8 - 20} }
